In order to promote the development of green industries, the General Office of the National Development and Reform Commission recently issued the “Notice on Organising the Construction of Green Industry Demonstration Bases.” The notice proposes that with the goal of demonstrating and leading the development of green industries, focusing on improving the scale, quality and efficiency of green industries, and enhancing the comprehensive competitiveness of green industries as the core, a group of industrial parks will be selected for the construction of green industry demonstration bases. It is aimed that, by 2025, the construction of green industry demonstration bases will make phased progress and cultivate a group of leading green industry enterprises.
The notice puts forward five key tasks such as promoting the agglomeration of green industries, enhancing the competitiveness of green industries, building a system for technological innovation, creating an operation service platform, and improving policies, systems and mechanisms.
Promote the agglomeration of green industries
- Further clarify the leading industries of green industry demonstration bases, continuously amplify the concentration and scale of green industries according to the “Catalogue of Green Industry Guidance (2019 Edition)”
- Accelerate the transformation and upgrading of the original stock of green industries, vigorously cultivate green industry increments, and promote the integration of various production factors into green industries
Create an operation service platform
- Strengthen the joint construction and sharing of infrastructure, and promote the construction of public infrastructure in green industry demonstration bases
- Promote the conservation and intensive use of land resources, support the exploration of mixed-function layout and compound development of the park, and promote the integration of industry and city
- Actively carry out energy trusteeship services, third-party environmental pollution governance models, and promote integrated and whole-process services
- Improve the information, visualisation, and precision level of park management, and build a full-process management system for the monitoring and early warning of energy consumption, intelligent resource management and pollution sources
Improve the competitiveness of green industries
- Actively develop leading green industry enterprises with independent brands, which master core technologies, own high market share, and play leading roles
- Support qualified green industry enterprises to go public and raise funds
- Promote the extension of the green industry chain and promote the coordinated development of upstream and downstream enterprises in the green industry base
- Explore industry relevance, promote material exchange and utilisation between enterprises and cascade utilisation of energy, and facilitate industrial synergy
Build a system for technological innovation
- Actively build a market-oriented green technology innovation system, and strengthen the collaborative innovation of green technology and green industry
- Strengthen the leading position of corporate innovation, ramp up the support for corporate green technology innovation, and promote the in-depth integration of “production, learning and research”
- Assist leading enterprises to integrate innovative resources to establish green technology innovation consortiums and green technology innovation alliances, strengthen the research of green core technologies, and promote the transformation and promotion of technological achievements
Improve policies, systems and mechanisms
- Focus on the construction of green industry demonstration bases, introduce the government-guided industry agglomeration method and vigorously promote
green industry investment - Strictly implement industry access management and establish a green investment access threshold
- Strengthen the reform and innovation of park management such as security, administration, finance and taxation, and implement the national and local
policies and measures to support the development of green industries - Encourage information communication, publicise green industrial policies, and unblock channels for corporate opinions
- Strengthen professional consulting and hire third-party research institutions to provide intellectual support and follow-up counselling
In order to ensure the steady and orderly progress of the work, the notice proposes that in addition to strengthening organisational leadership by promptly coordinating and solving the problems such as energy assessment and environmental assessment arising during the construction process to improve the effectiveness of demonstration work, all localities must support the construction of green industry demonstration bases through policies, and give priority to matters that meet relevant conditions in terms of overall planning, financial support, land use arrangements and infrastructure construction. All localities should step up efforts to strengthen the support for green credit and green bonds, and support green industry demonstration bases to carry out green financial innovation.
